Fire Prevention Bureau Costs
On Saturday February 20, 2010 between 2 and 9 PM Monroe Township Fire District 3 will conduct its annual fire
election. New Jersey State law dictates that all fire districts in New Jersey shall conduct their annual fire elections
on the same date with identical voting hours.  


The annual fire election serves 3 purposes: Two are mandatory i.e., election of Fire Commissioners to fill seats on
the Board of Fire Commissioners that have become empty due to term expiration and a Public Question for voter
approval of funds to be raised by taxation and the overall budget. The optional third purpose is obtain approval by
the voters for expenditure of reserve funds for specific purposes.

Only registered voters domiciled in Fire District 3 may vote in the Fire District 3 annual fire election.

Fire District 3 will have four polling stations open for in person voting on February 20, 2010. There will be polling
stations in the clubhouses of Rossmoor, Greenbriar/Wittingham and Regency. Only ACTUAL residents of these
Senior Communities may vote in their respective clubhouses. All other residents of Fire District 3 will vote in the
firehouse on Schoolhouse Road at the intersection of Buckelew Avenue (Route 522). If you are unsure whether
you live in Fire District 3 inquire at the Township Clerk’s office or at the Firehouse at 16 Centre Drive.

Absentee Ballots are available to any registered voters domiciled in Fire District 3 who desires them. You do not
have to be away from home to receive an absentee ballot and you do not have to provide a reason for requesting
one. To receive an Absentee Ballot you must fill out an Absentee Request Form, the Form is available at the
office of the Township Clerk, and mail it to Middlesex County Board of Elections at the pre-printed address on the
form. You must affix a stamp to the Absentee request Form.  An Absentee Request Form per person is required.
The Absentee Request Form asks for, among other strait forward items, the address you wish to have the
Absentee Request Form mailed to (this address should be the one you would actually receive your mail during the
approximate period January 29, 2010 and February 15, 2010) and the election the Absentee Ballot is for (the
February 20, 2010 Fire Election).

The annual fire election ballot will contain candidates for open Commissioner seats on the 5 member Board of
Fire commissioners. On the February 20, 2010 election ballot there will be one open seat for a three-year term of
office.

Candidates desiring to run for this seat must be registered voters domiciled in Fire District 3 and submit a
nominating petition to the Secretary of the Board of Fire Commissioners by close of business January 22, 2010
signed by at least 10 registered voters domiciled in Fire District 3. Nominating petition forms are available at the
Fire District 3 Firehouse at 16 Centre Drive, just off Applegarth Road.

Immediately after January 22, 2010 – the last day for nominating petitions - the Fire District will print the absentee
ballots and provide them to the Middlesex County Board of Elections. The Middlesex County Board of Elections
will then begin to mail the Absentee Ballots to those voters requesting them. The time involved in mailing the
Absentee Ballots to the requesting voters plus the time involved in the voters mailing the completed ballots back
to the Middlesex County Board of Elections can be significant. Absentee Ballots arriving at the Middlesex County
Board of Elections after February 20, 2010 will not be counted. Hence, to be sure an absentee ballot is counted
the Absentee Request Forms should be mailed in as soon as possible and the Absentee Ballot mailed back as
soon as possible.

Voters who have requested absentee ballots will not be allowed to vote in person at the polls on February 20,
2010.


The February 20, 2010 election ballot will also have the Public Question that requests the voter’s approval of the
amount to be raised by taxation in the calendar year 2010. The Public Question will also request the voter’s
approval of the Budget, which is the amount the Fire District will expend in the calendar year 2010. The Budget
amount is equal to the amount to be raised by taxation plus the amount to be expended from the District’s
specified reserves. The Districts specified reserves consist of funds the District already possess and therefore are
not included in the amount to be raised by taxation.

The Board of Fire Commissioners of Fire District 3 urge all registered voters residing in Fire District 3 to vote in
the annual Fire Election.

  Monroe Township Fire District 3 (MTFD3) provides a level of fire protection to its residents that conforms to the
recommendations of the National Fire Protection Association (NFPA) for the “Organization and Deployment of
Fire Suppression Operations by Career Fire Departments.” The NFPA is the nationally recognized fire protection
organization and an authoritative source on public safety.
  Two important examples of NFPA recommendations relate to response time to an alarm and the minimum
number of firefighters on the fire engine initially arriving at a fire. MTFD3 has two firehouses positioned within
Fire District 3 to provide response times in accordance with NFPA response time recommendations. Due to the
size and geometry of Fire District 3 this could not be accomplished with only one firehouse.
  MTFD3 has 4 firefighters on duty, with modern fire engines and equipment, in each of its two firehouses 24
hours a day 365 days a year. Therefore, NFPA recommendations regarding the minimum number of firefighters
on the initially arriving fire engine are also complied with.
  MTFD3’s Board of Fire Commissioners takes very seriously its responsibilities to provide the best fire
protection possible to Fire District 3 residents at as minimal a cost as possible. The 2010 amount to be raised by
taxation, which will appear on the 2010 fire election ballot, is the result of a determined effort by the Board of Fire
Commissioners to meet its responsibilities.
  The February 20, 2010 fire election ballot will have a Public Question that requests the voter’s approval of the
amount to be raised by taxation in the calendar year 2010. The Public Question will also request the voter’s

that a Fire District Election will be held on Saturday February 20, 2010 between the hours of 2:00 PM and 9:00
PM prevailing time, in Monroe Township.  (See below for applicable polling places)

PETITIONS for all candidates for Commissioner have to be filed no later than 4:00 PM Friday, January 22, 2008
at the District Fire Station, 16 Centre Drive, Monroe Township.

BOUNDARIES for Fire District No. 3 are in accordance with Schedule “A” incorporated in the establishment of
Fire District No. 3.  

Information regarding Ward and District boundaries is available from the Township Clerk, hours 8:30 AM to 4:30
PM daily. Information regarding Fire District boundaries that do not coincide with the Ward/District boundaries will
be available in the 16 Centre Drive Fire Station commencing January 19, 2008.
